cgary 81b24f298b Adds SmartClone Record Exclusion Rule MDT 
Adds a new Metadata Type object to allow users to define
exclusion rules for the SmartClone component.

This allows users to specify criteria to prevent certain
related records from being cloned.

Also, excludes listViews metadata from source control.

cgary e2e6cb7df7 Updates .forceignore and SFDX project config 
Updates .forceignore to exclude more metadata types like settings, fieldsets, profiles, reports, and dashboards.

Updates the API version to 63.0 for Apex classes, LWC, and the SFDX project.
Also updates the project scratch definition to remove AuthorApex.
